I'm not one of those people that believe the government took down the Twin Towers. I do, however, believe that a crisis such as that can be - and has been - exploited for political gain. That is a practice that governments have engaged in since the dawn on time. They exploit people's fears in order to grab more power and influence public opinion. Terrorists use force to reach this objective; governments use reason.
Robert Pastor, architect of the North American Union, said once that "When there's a crisis, people accept proposals they wouldn't have otherwise accepted. What I'm saying is that a crisis is an event which can force democratic governments to make difficult decisions like those that will be required to create a North American community. [I]n order to take important initiatives sometimes one manner in which this occurs is when there is a crisis to which leaders need to respond. It's not that I want another 9/11 crisis, but having a crisis would force decisions that otherwise might not get made." In much the same line of thinking, President Obama's chief-of-staff Rahm Emmanuel said virtually the same thing when he said, "You never want a serious crisis to go to waste. And what I mean by that is an opportunity to do things you think you could not do before."
One can see how a crisis changes people's minds. Let's look at Iceland. They used to be a feisty, independent-minded nation that refused EU membership. Thanks to the global financial "crisis", the economy of Iceland completely collapsed. The people held massive protests, causing their elected leaders to resign. Now, thanks to a crisis, Iceland is set to be fast-tracked into the EU in 2011.
In the wake of 9/11, we've seen millions of Americans happily give up some of their freedoms in exchange for protection. While I applaud the tireless work of individuals that are honestly trying to make America safer, I also recognize that our liberties were not the cause of 9/11 - a globally-intrusive, bloated, bureaucratic government and angry Islamo-fascists caused it. Yet, instead of making the government smarter, we made it bigger and more powerful. We did the same thing during this latest economic hardship. We happily gave up capitalism in exchange for a steady economy (which so far hasn't steadied in the least). What would we be willing to give up during the next crisis?
Ending Posse Comitatus
Many people have cited this grave threat to our civil liberties, but not enough people have taken notice. After the Civil War, federal troops were stationed throughout the South as part of Reconstruction. Once that ended, a federal law was passed that prohibited the use of federal troops for domestic police actions and the like. It reminded too many people of the British in our pre-Revolution days and nobody wanted to give the federal government that much power again. That is, until the Bush Administration was granted that power. This prohibition, called Posse Comitatus, was removed by the Bush Administration when they created the Consequence Management Response Force, which would allow a US Army brigade to act as an on-call federal response force for natural or man-made emergencies and disasters, including terrorist attacks. There is a misunderstanding here, though. This homeland Army brigade is not an example of the Bush Administration's lust for power, as some people have called it. This is actually an agreed upon provision of our ongoing integration with Canada through the SPP. This homeland security force would actually be part of Northern Command, which the CFR task force memo suggested expanding to include Army & Navy forces.
Border Security
There are several provisions in the Council on Foreign Relations task force memo that pertain to the security of North America. Much like the CIA and FBI sharing their data, the memo urges the creation of a Joint Analysis Center that would allow the three nations to do the same with their military intelligence.
The memo also encourages "rethinking management of the borders," which means we continue our policy of open borders as it is in the best interests for integration. The memo recommends the creation of a North American border pass that would be "a compliment to, but not a replacement for, national IDs or passports." That was said in 2005, but an article from 2008 paints a different picture: [British Columbia] is about to become the first [Canadian] province to use a high-tech driver's license. It will enable drivers to cross the border into the US without a passport and still comply with the US Department of Homeland Security concerns. This will, in effect, create a North American ID card that will have a radio-frequency identification chip that will broadcast a number linked to a computer database. And you were worried about a national ID card.
Executive Dictatorship
There is a phenomenal article on the police state that is emerging between the US and Canada. In the most frightening part of the article, it explains a law that was passed at the same time as the removal of posse comitatus, called the National Security Presidential Directive 51, also known as the National Security & Homeland Security Presidential Directive. It creates “a coordinated effort within the Federal Government's executive branch to ensure that National Essential Functions continue to be performed during a Catastrophic Emergency.” It defines a catastrophic emergency as "any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions.”
It also gives the US president the power to "lead the activities of the Federal Government for ensuring constitutional government. In order to advise and assist the President in that function, the Assistant to the President for Homeland Security and Counterterrorism (APHS/CT) is hereby designated as the National Continuity Coordinator.”
This basically allows the president, during a “catastrophic emergency”, to take total control of the executive, legislative and judicial branches of government in order to secure “continuity”. As this article puts it, the US Presidency would actually become an “Executive Dictatorship” that would last until that current president decides to release power.
The Coming Police State
There are many people in government that view conservatives and nationalists as if we were domestic terrorists. We've seen the Department of Homeland Security and the state of Missouri release almost identical reports warning law enforcement of the dangers of people that are pro-Constitution, pro-life, and pro-states' rights. Needless to say, we're on the government's short list. Should we be concerned?
Detention Camps - Fact or Fiction?
In February 2008, the San Francisco Chronicle released an article claiming that “beginning in 1999, the government has entered into a series of single-bid contracts with…Kellogg, Brown and Root (KBR) to build detention camps at undisclosed locations within the United States. The government has also contracted with several companies to build thousands of railcars, some reportedly equipped with shackles, ostensibly to transport detainees. According to diplomat and author Peter Dale Scott, the KBR contract is part of a Homeland Security plan titled ENDGAME, which sets as its goal the removal of "all removable aliens" and "potential terrorists."
At first, I thought this was another liberal article screaming about the Bush Administration. Even though there is blatant partisanship throughout the article, it is unfortunately factual based upon KBR’s own press release that states: “The contract, which is effective immediately, provides for establishing temporary detention and processing capabilities to augment existing ICE Detention and Removal Operations (DRO) Program facilities in the event of an emergency influx of immigrants into the U.S., or to support the rapid development of new programs.” The press release continues: “The contract may also provide migrant detention support to other U.S. Government organizations in the event of an immigration emergency, as well as the development of a plan to react to a national emergency, such as a natural disaster.”
Now, I did not find any information about railcars with shackles, but one could make a loose association between the detention centers and the US government’s Justice Prisoner & Alien Transportation System (JPATS). In 1995, the air fleets of the Marshals Service and the Immigration and Naturalization Service (INS) merged to create JPATS. Operated by the Marshals Service, JPATS is one of the largest transporters of prisoners in the world - handling hundreds of requests every day to move prisoners between judicial districts, correctional institutions, and foreign countries. They work with Immigration Customs and Enforcement (our new version of the INS), the US Bureau of Prisons, and other federal law enforcement departments and facilities. Since they operate a fleet of aircrafts, cars, vans and buses, one would assume that trains could also be used. Also, since these vehicles are used to transport prisoners, they must certainly come equipped with restraining devices. One can only assume that JPATS would be utilized to deliver aliens, prisoners, and citizens to these detention facilities- thereby making the rumor of railcars with shackles only partially true (in my opinion). It’s true, although quite a stretch. Although this also raises some questions: if one of the SPP goals is immigration reform, essentially allowing Mexicans, Canadians, and Americans to flow freely over one another’s borders, then why would we need these detention facilities to house supposed aliens? The term “immigration emergency” denotes that they are preparing for a catastrophic problem, perhaps the collapse of Mexico due to ongoing drug violence and corruption. It almost seems calculated.
Homeland Security Integration
Did you know that there have been over 10,000 drug gang-related deaths in Mexico since President Calderon was inaugurated in late 2006? Needless to say, security is a big issue for the people devising the North American Union. If the borders are opened up, allowing the free flow of people as the architects envisioned, that drug war can stretch from southern Mexico to northern Alaska. Not even the globalists want that, because people don’t spend money when they’re scared. Since Americans and Canadians have already proven they are willing to give up their freedoms in exchange for security, the SPP has been working at creating a massive police state that combines the law enforcement power of all three nations.
In October 2006, Stockwell Day - Canada’s Public Safety Minister to the SPP - admitted that the FBI was currently working inside of Canada. He admitted that the FBI gave its Buffalo office permission to conduct investigations up to 50 miles inside of Canadian territory, although up to 30% of agents entering Canada have done so without Canadian permission. In order to combat these illegal incursions, both nations started working in Integrated Border Enforcement Teams (IBETs) in 2006. These teams consist of members from the Royal Canadian Mounted Police, the Canada Border Services Agency, the US Department of Homeland Security Immigration Customs and Enforcement, the US Border Patrol, and the US Coast Guard.
Military Integration
In our last essay, we briefly spoke about the homeland security brigade and its inclusion into NorthCom. The task force memo wanted this combined military effort between the US and Canada to eventually include Mexico. They also recommended that NorthCom be expanded to include Army & Naval forces as well. In April 2002, Secretary of Defense Donald Rumsfeld declared, “All of North America is [NorthCom’s] geographic command.” In May of the same year, Canada and the US created the Great-Lakes/St. Lawrence Seaway Cross Border Task Force, which involves the Department of Defense, US Coast Guard, FBI, US Customs & Border Patrol, the Canadian Coast Guard, Royal Canadian Mounted Police, the Ontario & Quebec Provincial Police Forces, the Canadian Navy, and others. It was again publicly announced that NorthCom’s “area of interest” would be the three nations of North America, along with a 500-mile air and maritime zone of responsibility.
In 2002, the US and Canada formed the Bi-National Planning Group, which drafted bi-national plans to respond to threats, attacks, and other emergencies. They also recommend the sharing of military intelligence, joint exercises, and joint training throughout US and Canadian departments and agencies.
In 2008, the US and Canada signed an agreement that would allow the militaries of either nation to send troops across each other’s borders to assist during an emergency. Trumping over 200 years of tradition, US forces would fall under Canadian control.
Terrorism Drills
The US Department of Homeland Security practices terrorist response drills code-named TOPOFF. There have been four performed so far and they involve thousands of participants. A fifth practice was supposedly cancelled due to allegations of impropriety with their government contracts. If TOPOFF 5 were to happen, it would involve the US, Canada, and Mexico and take place in Vancouver – the site of the 2010 Olympics.
The Police State of Vancouver
Nothing that is being done in the name of security in the US can compare to the complete lockdown that has taken place in Vancouver, British Columbia. While the 2010 Olympics is a convenient excuse, these security measures have been taking place for years and have been described as a “contribution to the War on Terror,” even though these measures have instead been used for normal police activities.
Throughout Vancouver, cameras have been installed that link to a computer running facial recognition software. They’ve also installed cameras on police cars that are capable of automatically scanning up to 3,000 license plates an hour and checks them against the police database. They’ve installed a multimillion-dollar video system in the region’s bus fleet and will soon install a similar system in the city’s nightclubs and bars, all linking up to the city’s computer network. Many bars already scan IDs and take photos of patrons before they can even enter the establishment. New surveillance and bomb-sniffing equipment are being installed in the city light rail and public transport systems. It is believed that by the 2010 Olympics, video surveillance cameras will outnumber TV cameras. Computers will process images through facial recognition software and documents and identities will be cross-referenced with information found on social networking sites, and even from hotel bookings!
Pandemics
Swine flu, bird flu, dog flu, tree flu - everything seems to have a flu and the government is always trying to save us from it. The CFR document and SPP website constantly reference the possibility of outbreaks and I am suspicious about that. The world has always seen outbreaks, yet in today's time we have the best medicine in the history of mankind. So why so scared? Perhaps it's the West's obsession with over-medicating and our overuse of antibiotics in everything we have (dishsoap, handsoap, wipes, creams, etc.)?
Of course, the government is trying to swoop in and save the day from an imagined pandemic. 2.4 million people die every year in the United States. In 2008, the CDC reported that 36,000 of those deaths were because of our "common" influenza. Now, how many people have died worldwide because of the swine flu "pandemic?" As of this writing...1,800. In the United States, we have FORTY TIMES that amount who die each year from diabetes. Why is swine flu such a pandemic then? Could it be that the government has plans to to declare martial law> in case of an "outbreak"? Regardless of the reason, the vaccine has already killed 25 Americans and they are about to start testing it on our children.
Conclusion
With the plans of a North American Union being formed by 2010, trinational agencies on all levels are working to consolidate their power and share information. Scary things are happening: All three national militaries are working together in joint exercises to prepare for future emergencies. The president has been granted dictatorial powers in case of an emergency. Detention facilities are being built in case of an emergency. Massive, multimillion-dollar computer surveillance systems are being installed in case of an emergency. The US, Mexican, and Canadian militaries will be working together at the 2010 Olympic games in case of an emergency. All of this preparation is unsettling to me, although many others find peace from it. With all the equipment being used in Vancouver, crime has only gone down a mere 8% overall. I would expect people wouldn’t even jaywalk with so many cameras around.
Regardless, one can see the pieces falling into place that would at least begin military and law enforcement integration. Not much has been mentioned about judicial integration, although I can see the day when we employ Canada’s Civil Rights Committees that actively attack freedom of speech, as well as ending the death penalty in order to coincide with Canada & Mexico. The 2010 Olympics will either mark the beginning of our union or at least move us one step closer.
